Choose a case where an external party has intervened in an ongoing conflict to prevent mass atrocity crimes

214

1. Choose a case where an external party has intervened in an ongoing conflict to prevent mass atrocity crimes. (This intervention does not necessarily have to have been successful!) In part one of your answer, use official sources to identify why the external party chose to intervene in this case (e.g. political officials or military commanders). Does this intervention appear to fit the criteria for intervention set out under R2P, the standard laid out by Pape, or neither of the above? In part two of your answer, identify which tools of atrocity prevention were employed in this case. (You may find the Straus reading for week 5 especially useful here.) Finally, in part three of your answer, evaluate the success of this intervention in light of the specific goals it set out to achieve. Did the circumstances meet an appropriate standard for intervention to prevent mass atrocities, and were there other tools of atrocity prevention which would have been more appropriate?

2. Choose one example of a national or regional system of justice set up in the aftermath of atrocity (e.g. a court or truth commission). This case may be one we have studied in the course or a separate example that particularly interests you, but NOT a permanently established regional or global court like the IACHR, ICC, or ECHR. In part one of your answer, use official sources to clearly identify the purpose of this justice system (e.g. the website of a specific court, or statements from national leaders). Is this system of justice primarily retributive, restorative, or a mix of both? In part two of your answer, build on the objectives of retributive and restorative justice discussed in class to reflect on how we can know whether or not this justice system has been effective. What would “success” look like in this case? Finally, in part three of your answer, make an argument as to whether or not this institution has been successful in achieving the specific goals of post-conflict justice for which it was established.
